What is the difference between getting attachment api endpoints

The first endpoint is described here - 

https://api.kustomerapp.com/v1/messages/{message_id}/attachments/{id}

The second one is described here - 

https://api.kustomerapp.com/v1/attachments/{id}

The main question here may be the difference between inbound and outbound.
